BUILDING A BETTER SOUTH DAKOTA
The October 7th 2025 Economic Outlook, themed "Building a Better South Dakota", features an expert panel discussing key programs or “tools” that incentivize and support business development and economic growth in South Dakota and its communities. The panel discussion will follow remarks by SDSU’s Macroeconomist Joe Santos and by Commissioner of the GOED Bill Even.
Macroeconomist Professor Joe Santos, Ph.D., Director of the SDSU Ness School of Management and Economics, and leader of the Dykhouse Program in Money, Banking and Regulation kicks-off the 2025 Economic Outlook analyzing the “boundaries” for future South Dakota business development and economic growth with strategies to maximize future growth and development. Next up, Bill Even, Commissioner of the Governor’s Office of Economic Development (GOED), will provide thoughts on how to build a better South Dakota through effective state and local economic development plans and programs. The panel discussion on the THE TOOLS to build a better South Dakota will feature former Governor Dennis Daugaard on the Future Fund, its history and impact. Chas Olson, Executive Director of South Dakota Housing, on workforce housing, first-time homeowner assistance and more, an expert on Tax Increment Financing (TIFs) as a key effective local development tool and Bill Even on tools available through the GOED. Ryan Budmyar, incoming President/CEO of the South Dakota Chamber of Commerce and Industry will moderate the 2025 Economic Outlook. Additional details will be available later this summer.
